Mr. Spears began his employment with the City and his professional career in firefighting in October 1995. Prior to becoming a career firefighter, he served as a volunteer for approximately 2 years in the department while attending the fire academy and emergency medical service training.

After serving 6 years as a firefighter-paramedic with the department, Mr. Spears was promoted to Fire Lieutenant and was responsible for performing and supervising shift duty personnel in fire suppression, rescue, fire prevention and emergency medical service activities. In October 2006, Mr. Spears was promoted to Captain - Fire Marshal and was responsible for assisting the Fire Chief with overall management and operation of the department. Serving as the Fire Marshal, Mr. Spears was directly responsible for Fire Code application and enforcement, fire prevention activities, fire and explosion investigations, life and fire safety education, Emergency Management activities and assisted with overseeing the routine and emergency activities of the department involving fire suppression, rescue, emergency medical services and training.

In October 2010, Mr. Spears was promoted to the position of Fire Chief. Chief Spears directs and leads a department of 29 paid personnel and is also responsible for management of the Tarrant County Fire Alarm Center located at Fire Station 1.
